Carrier Qualification Standards for Hazardous Waste
- EPA RCRAInfo Verification — Transporter EPA Site ID verified against live federal database before every waste movement. Lapsed or canceled registrations are flagged and the carrier is disqualified.
- DOT Operating Authority + PHMSA Registration — All waste transporters must hold active FMCSA authority AND current PHMSA registration where federally required, confirming authorization for regulated hazardous waste movements.
- $5M Hazmat Liability Insurance — Certificate of Insurance with minimum $5,000,000 hazmat liability coverage obtained and verified before dispatch. Expired or insufficient coverage is an automatic disqualification.
- HME-Endorsed Driver — Driver must hold a valid CDL with Hazmat Endorsement (HME) and current USDOT medical certificate on all hazardous waste moves.
- Manifest Coordination — EPA Form 8700-22 hazardous waste manifest coordination to maintain complete chain-of-custody documentation from generator to disposal facility.
- All RCRA Waste Streams — Listed wastes (F, K, P, U series), characteristic wastes (D series — ignitability, corrosivity, reactivity, toxicity), and universal wastes covered.
